Elon Musk's concept of a "pneumatic" type of high speed transportation system makes sense to me. However, the problem will be trying to find right-away to build a very straight "tube" from LA to San Francisco.
'Hyperloop' would link LA-SF in 30 mins, if built | UTSanDiego.com:' The only way I can see that right-away could be obtained or such an endeavor, would be to put the complete system underground -- in a tunnel.
The issue is: How can such a tunnel be built at reasonable cost? That's where the NUTS system comes in1

Why do we need NUTS?
Our land space is getting used up by our transportation system! Highways are now as wide in many places, as they can ever get, but they are still often "choked" due to inadequate number of lanes. To obtain additional rights-of-way to widen the freeways will be extremely disruptive, and take such a long time to implement, that by the time the additional lanes are added they will still be inadequate.
The only reasonable approach is to increase our use of underground tunnels for transportation
